I am unable to find the MPR Desktop download

Unfortunately, we no longer support the PC version of the MPR app.

Please note that you can still find all the information that is available on the PC Edition for free on the web at www.empr.com or as free mobile apps for Android, iOS, BlackBerry, and Windows Phone devices.
